Project Management Specialist | MEL & Data Analytics Expert | Environmental Scientist | Public Sector Reform Advocate
Marcos Pinto is a Timorese project management specialist, researcher, monitoring and evaluation expert, and environmental scientist with over 8 years of extensive experience leading multi-sectoral programs for international organizations, government bodies, civil society, and donor-funded initiatives in Timor-Leste. His work spans monitoring, evaluation, learning, and reporting (MEL), health system strengthening, nutrition, climate-smart agriculture, natural resource management, and inclusive public sector reform.
He earned his Bachelor of Science in Environmental Science from Benguet State University, Philippines, alongside previous foundational studies in Mechanical Engineering at the National University of Timor-Lorosa'e (UNTL) and Engineering Management at Mapúa University, Philippines. To further advance his strategic leadership and conflict resolution capabilities, Marcos is currently pursuing a Master’s degree in Peace and Conflict Studies at UNTL.
Over the course of his career, Marcos has managed complex projects and data collection frameworks for international entities including ChildFund Timor-Leste, USAID, UNDP, UNFAO, and Abt Global. As Civic Engagement Manager for the USAID Health System Sustainability Project, he supported the Ministry of Health in developing partnership policy manuals and capacitated local CSOs in conducting Environmental Impact Assessments (EIA) and evidence-based health advocacy across municipalities.
As National Program Manager on Nutrition and Food Security at the Food and Agriculture Organization (UNFAO), Marcos coordinated with line ministries under the Secretariat of the National Council for Food Security, Sovereignty and Nutrition in Timor-Leste (KONSSANTIL / CONSSAN-TL). He led the formulation of Suco-level SDG 2 strategic action plans, facilitated capacity-building workshops for local farmers on sustainable agricultural management, and conducted market accessibility studies to empower rural communities.
In addition to his public health and agriculture work, Marcos served as a Monitoring and Evaluation Specialist at UNDP Timor-Leste and a Natural Resource Management Officer for the USAID Avansa Agrikultura Project, where he designed climate-smart farming training modules, conducted soil/water analysis, and developed atmospheric and disaster risk reduction (DRR) monitoring tools across multiple municipalities.
Beyond program implementation, Marcos is deeply committed to academic research, professional mentorship, and youth leadership. He has served as a Higher Degree Research Facilitator for the University of Sydney and UNTL, an Alumni Mentor Consultant for the Young Southeast Asian Leaders Initiative (YSEALI) under American Councils for International Education, and an active Board Member for YMCA Timor-Leste and Sepak Takraw Timor-Leste.
