Jonato dos Santos Luciano is a Timorese policy advisor, academic, researcher, and peacebuilding practitioner with extensive expertise in international relations, peace and conflict studies, institutional development, governance, strategic planning, stakeholder engagement, and sustainable rural development. His multidisciplinary career spans academia, government institutions, civil society organizations, and international development initiatives, reflecting a strong commitment to advancing peace, inclusive governance, and sustainable development in Timor-Leste and the broader Asia-Pacific region.
He earned a Bachelor's Degree in International Relations from the National University of Timor-Lorosa’e (UNTL), where his academic research focused on regional security dynamics between Timor-Leste and ASEAN. This scholarly foundation provided him with substantial expertise in regional security studies, defense and strategic affairs, geopolitics, international diplomacy, and foreign policy analysis.
Following his undergraduate studies, Jonato served for more than five years as a Researcher and Policy Analyst at the Institute of Peace and Conflict Studies (UNTL Peace Center). During this period, he conducted policy-oriented research and contributed to evidence-based analysis on peacebuilding, governance, conflict prevention, development policy, and institutional strengthening. His work supported academic discourse and policy formulation at both national and regional levels.
To further strengthen his leadership and international development expertise, Jonato pursued postgraduate studies at Ajou University under a scholarship awarded by the Korea International Cooperation Agency (KOICA). He specialized in Asian Civil Society Leadership, focusing on the role of international organizations, civil society institutions, governance systems, and non-state actors in promoting democratic governance, social transformation, and sustainable development. Through this program, he expanded his engagement with international development networks and regional cooperation mechanisms throughout Asia.
Jonato has actively participated in regional and international civil society platforms, including the ASEAN Peoples’ Forum, where he has advocated for peace, human rights, social justice, and democratic participation across Southeast Asia. His engagement in these networks has strengthened his understanding of regional governance frameworks and citizen-centered approaches to development and peacebuilding.
Currently, he serves as National Advisor for Institutional Development Planning and Stakeholder Engagement at the Ministry of Rural Development and Community Housing (MDRHC), Timor-Leste. In this role, he provides strategic guidance on institutional strengthening, policy development, stakeholder coordination, and organizational transformation. He contributes to the design and implementation of innovation-driven approaches to rural development, supporting the alignment of government programs with the Sustainable Development Goals (SDGs) and Timor-Leste’s Strategic Development Plan 2011–2030. His work particularly focuses on community revitalization, rural transformation, social inclusion, and sustainable livelihoods.
In addition to his government responsibilities, Jonato is a Lecturer in Peace and Conflict Studies and International Relations at the Faculty of Social Sciences, UNTL. His teaching and research interests encompass peacebuilding, conflict transformation, international security, public diplomacy, international law, governance, development cooperation, regional integration, and gender studies. Through academic supervision, research collaboration, and curriculum development, he contributes to strengthening higher education and research capacity in Timor-Leste.
Beyond academia and public service, Jonato serves as Chief Executive Officer of Dili Course Academy and Co-Founder of the Timoriana Association, a civil society organization dedicated to research, education, community empowerment, youth leadership, and social development. Through these institutions, he promotes capacity-building initiatives, leadership development, community resilience, and evidence-based policy innovation.
At the international level, Jonato is a member of the Global Partnership for the Prevention of Armed Conflict (GPPAC) and Founder of the Timor-Leste GPPAC Network, a national platform that strengthens collaboration among civil society organizations working in peacebuilding, conflict prevention, social cohesion, and dialogue facilitation. He also collaborates with regional peacebuilding networks, including the Southeast Asian Women Peace Mediators Network, supporting inclusive and participatory approaches to mediation, dialogue, and conflict resolution.
His professional experience is further strengthened by specialized training and practical expertise in Project Development Management, Project Cycle Management, Monitoring and Evaluation, Strategic Planning, and Institutional Capacity Development. He has successfully designed, managed, and implemented development projects focused on rural development, community empowerment, governance strengthening, and institutional innovation, utilizing internationally recognized project management frameworks and results-based management approaches.
Jonato actively collaborates with the University of the Sunshine Coast on research partnerships, institutional capacity-building initiatives, and academic development programs. His scholarly contributions include policy papers, research publications, and academic articles on peacebuilding, governance, development policy, regional affairs, and international relations. His work has appeared in internationally recognized academic platforms and continues to contribute to interdisciplinary debates connecting theory, policy, and practice.
As a peace advocate, researcher, and youth leader, Jonato has facilitated and led numerous national, regional, and international forums on peacebuilding, reconciliation, leadership, governance, and social cohesion. His initiatives across Timor-Leste and Southeast Asia have promoted intercultural dialogue, youth participation, conflict prevention, civic engagement, and community-based approaches to sustainable peace.
